United States Postal Inspection Service

Scope of Work:

Sterling Institute researched and prepared the five-day Team Leader Development Seminar for presentation to the U.S. Postal Inspection Service's Team Leaders.  The seminar was conducted for all 250 Team Leaders with follow-up sessions a year later.  The seminar included:

·      Analysis of video-based case studies to assess the benefits of alternative styles of influence on performance and development;

·      Self-assessment exercises that enabled participants to review their use of styles and define areas for improvement;

·      Case study exercises and discussions to analyze team leader roles and responsibilities with emphasis on setting and managing priorities;

·      Analysis of Management Practices Survey feedback from team members to determine specific strengths and improvement opportunities;

·      Analysis of individual differences through the Myers-Briggs Type Indicator and case studies;

·      Strategies for conducting effective performance discussions and reviews through analysis of video and case study materials;

·      Action planning to increase personal and team effectiveness.

Case studies were developed especially for this program based on extensive, nationwide research of the actual experiences and issues that Inspection Service Team Leaders face, so that the roles and responsibilities of team leaders could be analyzed specifically.

Accomplishments:

The Postal Inspection Service's strategy to restructure into a team-based organization was motivated principally by the need to utilize their human resources more efficiently and effectively.  It began as a limited, applied experiment and spread nationwide over a few years, during which the Team Leader role was continuously refined and tested.  The Team Leader Development Seminar served to formalize the role and complete its definition, providing skill-building in the critical success factors of the job, and establish consensus and alignment regarding the management philosophy and practices of team leadership.  The seminar was the most highly evaluated management development program offered by the Inspection Service.  Participants especially cited the Development Review Model as a strength of the seminar, and in follow-up evaluations 80 percent were found to be applying the model in their performance discussions with team members.
