mandate to establish a statewide employee development curriculum that
would help improve management practices and strengthen the capabilities
of their 65,000 employees as well as complement and leverage the impact
of the State's TQM effort.
Through
competitive bid and a consensus building process with their customer
agencies and unions, DAS chose Sterling Institute to help them fulfill
their mandate.
